The focus of the outrage centers around Craig Guildford, the head of West Midlands police. Mounting pressure for his resignation stems from a critical report detailing the force's handling of intelligence. This intelligence was used to justify banning Maccabi Tel Aviv fans from a Europa League match back in November. But here's where it gets controversial: the report found significant errors in the force's assessment.
Speaking on Times Radio, Health Secretary Wes Streeting didn't mince words, expressing shock that Guildford remained in his position. He pointed out the gravity of the situation, highlighting that Guildford had allegedly misled both Parliament and the public. Adding to the pressure, even the Home Secretary had lost confidence in him. Streeting believes that integrity should have compelled Guildford to resign, and his continued presence is a "stain on his character."
Sir Andy Cooke's report, the chief inspector of constabulary, unveiled numerous flaws in how the West Midlands force gathered intelligence regarding the risks posed by Maccabi fans. The report concluded that the threat was "greatly exaggerated," leaving the safety committee with little choice but to ban the fans. While the report cited "confirmation bias" and "carelessness" rather than deliberate distortion or antisemitism, the damage was done.
This led to Home Secretary Shabana Mahmood publicly stating her lack of confidence in Guildford – a rare move that hasn't happened in 20 years. Despite this, Guildford has remained in his post. The power to remove him rests with Simon Foster, the police and crime commissioner for the West Midlands. Foster plans to consider Cooke's report, findings from the home affairs select committee, and subject Guildford to public questioning before making a decision.
Adding to the chorus of disapproval, the West Midlands mayor, Richard Parker, Birmingham city council leader, John Cotton, and several local MPs have also demanded Guildford's resignation.
In response to the report, West Midlands police issued an apology for the errors, stating that they did not deliberately distort evidence. Guildford himself apologized for providing incorrect evidence gathered using artificial intelligence in a letter published by the home affairs committee. The force has pledged to take "immediate action" to address the report's findings.
